Is Ark Nova the best Euro game out there?

Personally I feel even though the game have similar complexity level to Terraforming Mars it outshines it in few aspects and what is perhaps biggest one of them all is the the depth of player interaction and the tempo management. In Ark Nova instead of Milestones or Awards there are multiple levels of each Conservation Project reward tiers that may be claimed for Conservation points. This create various strategies that even though we are winning the race we can still push forward for higher rewards or settle for lower one for a faster development.
